気持ちよく協力し合える社会
このような社会を求めることは、人間の生まれつきの性質かもしれません。あるいは、自分が生きるための手段として、いわば第二の性質として育ってきたものかもしれません。が、いずれにしても、「協力関係」とはそれほど人間にとって大切なものとなっており、日常では、私たちは他の人と気持ちよく協力できないときにはそのことを苦しみ、悩みを感ずる(親、友達、同僚とうまくいかないときはつらい、非常につらい)、というほどにまでにもはやそれは強く私たちの中に存在していることは疑いえません。
私たちが他の人と出会い、協力するとき、そしてそれは社会を作ると言うことなのですが、そのときは、このことを、つまり、誰もが幸せになりたいと思っていること、そして互いに協力し合うことで、より多く実現できることを信じて行動することが必要なのです。朝目覚めて、家族と出会う時も既に社会作りの一歩が始まっています。学校で、会社で、社会作りがまた続いていきます。そしてそのために一番大切なことは、私たち一人ひとりが何を求めているかを知ること(幸せの目標学)であり、そのための手段を知ること(幸せの手段学)なのです。
戦争、不景気。これは不幸なことです。まずそのことを確認しましょう。ある社会的事象は誰かを不幸にしている。これは幸せの目標学にかかわることです。ならばそれを減らすことを考えることは幸せの手段学になります。 平和、好況。これは多くの人の幸せを増やすことが多いようです。誰の幸せをどのように増やしたか。より多くの人のそれを維持、拡大するためにはどうしたらよいか。これも幸せの目標学、手段学になります。 経済学、政治学、歴史学等々、社会科学もこうして全て幸せの目標学であり、手段学なのです。この社会のどのような現象が幸、不幸を生み出しているか。それはどうしたら増やしたり、減らしたりできるか。私たち社会科学者はこうしたことを考えています。 |
さて、それでは先に示した3つの問題(下記参照)はどのような現象を対象としているでしょうか。

そこでは、第一の問題は、社会を家のようなものにたとえて、それを支えている一番大切な柱は何だろう、という問題として考えています。そこではそもそもどの時代でも「効率性、公正性、慈恵性」の3つの柱が不可欠だ、と考えています。(下のテーマ1.ただし、3つの柱という考えを日本語でわかりやすく説明したのはテーマ2の3の著書です。)
第二の問題は、こうした3つの柱は市場経済社会ではしっかりと機能しうるのか、を考えています。市場経済社会、つまり市場機構を経済活動の基本とする社会では、効率性、公正性、慈恵性はこの社会に特有の特徴を持ちます。この特徴がどのようなものであり、それにどう対処したらよいのかを考えます。結論として、そこでは企業家、社長と、労働者、会社員との間の所得分配を社会的規制によって公正に分配すること、また、市場機構のもとで弱くなりがちな慈恵性を、これも社会的取り組みによって本来の水準に維持することが、今特に重要である、と考えています。この社会的規制・取り組みは、福祉国家と呼ばれる国家を作り出します。(下のテーマ2)
第三の問題は、この福祉国家という社会のあり方が、1980年代以降目立ってきた「経済(企業活動)のグローバル化」のもとでどのような影響を受けるかに注目しています。企業の活動の世界化は、後進国にも先進国にもプラス、マイナスの様々な影響を与えます。とくにそれは先進国では福祉国家のあり方に強く影響しています。ここではその現状と、問題解決の方向を探ろうとしています。(下のテーマ3)

(本書はロールズの『正義論』批判のまとめである。(内容は下記3にも邦文で収録されている。) 要旨:ロールズの社会批判は仮想的な人間性に基づいて組み立てられており、公正性をまず実現してから慈恵性を接ぎ木するという構造になっている。これは現実から遊離した構想であり、初めから利己と利他を併存させている人間像を前提に議論をする必要がある。

conclusion of this book: In industrialized countries the anti-welfarism of neo-liberalism and economic globalization has tilted the social balance too much toward market mechanism and economic efficiency in the past two decades. This imbalance
has put society in a serious condition today. In the long-term prospect we
can expect a new Welfare State on international corporatism to emerge. And in
the short-term prospect, in order to cope with the problem in the strong
globalization trend of today we need to rebuild the proper balance by
building the citizens’ Welfare State. |

シンポジウム開催の趣旨 (→English)
雇用は現代社会の人間が生きていくために最も重要なものの一つです。雇用は収入を作り出し、また生きがいを作り出します。その意味ですべての働く意欲を持つ人が満足できる雇用を得ることは、私たちの社会に不可欠なことです。
しかし今、多くの国で「満足できる雇用」は「すべての人に」与えられてはいません。失業者が多い、または雇用の内容が満足のできるものではないという問題が、ここ東アジアのいくつかの国でも大きな問題となっています。
この現状を私たちはどう考えたらよいのでしょうか。これに対して私たちは何ができるのか、また何をなすべきなのか。シンポジウムではこの問題を考えるための一つの手がかりとして、韓国、中国,日本の雇用をめぐる現状を話し合います。
雇用の問題はもちろん各国の異なった制度、経済発展の段階に影響され、また各国独自の特徴を持ちます。たとえば日本のそれは10年以上にわたる長期の不況のもとで失業率が上昇、高止まりする一方で、雇用されている者の側にも長時間労働や不安定雇用が拡大しているという特徴があります。韓国のそれはいわゆる「IMF経済危機」とそこからの急速な回復過程を経る中で失業率は低下する一方、企業の労務管理政策の変化と「新経営戦略」の急速な展開に伴い,不安定雇用が増大したという特徴があります。中国のそれは市場経済化が急速に進む中で、旧来の国有企業から解雇された人々、内陸部から沿海部の高い賃金を求めて押し寄せる人々が大量の労働力を供給し、それを吸収するに十分な労働力需要が育っていないという特徴をもっています。
先進工業化諸国が世界経済のグローバル化に直面したときの負の影響の一つは雇用関係に現れる可能性が高く、日本の場合それは、過労死、長時間労働に代表される労働強化となって現れているといえましょう。また、こうした雇用をめぐる各国の諸現象は必ずしも切り離されたものではありません。日本の失業と中国の低賃金労働力とは相関関係にあることがしばしば指摘されます。また、韓国の不安定雇用は日本の将来の姿を示唆するものかもしれないという指摘もあります。一方で、日本の国内産業保護政策が近隣諸国の雇用の成長を妨げる一要因となっているとの議論もあります。
今回のシンポジウムでは、こうした関連性を念頭におきつつ、各国の雇用の現状を正確に理解することを第一のねらいとします。さらにそこにおける相互比較によって各国の雇用問題の共通点と相違点を見出し、それが自国の現状を時間的、空間的次元でより正確に理解する助けとなるならば、得るものはさらに大きくなるでしょう。今回のシンポジウムの開催にあたって、私たちはこれらの点に期待したいと思います。

Employment is one of the most important factors governing
quality of life in modern society. Employment creates not only income but also
life satisfaction. In this sense it is implicitly desirable to create a society
wherein everyone seeking work is able to find satisfying employment. The fact
remains however, that not “everyone” is able to obtain “satisfactory
employment”. The problems of high unemployment and or unsatisfactory employment
are witnessed in countries in East Asia as the rest of the globe. What can or
should we do to alleviate these problems? In order that we may take a first
step towards the solution of this question, we will discuss the current
employment situations in South Korea, China and Japan.
Differences in institutions and developmental stages
affect employment issues so it is inevitable that each country should face
different types of problem in this area. Japan, for example, has for the past
decade been suffering from a high rate of unemployment and even those employed
showing signs of dissatisfaction with longer working hours and increasingly
unstable employment conditions. South Korea has a low unemployment rate after
so-called “IMF economic crisis” and subsequent rapid recovery, but as a result
of changes in labour management policy and “new management strategy” a more
unstable working environment prevails. In China the market economy is expanding
rapidly but workers released from state firms, combined with the migration of
workers from rural to urban coastal areas, threatens to create hidden
unemployment.
One of the negative outcomes often experienced as a
result of the impact of globalisation in industrialised countries is the
deterioration in employment conditions. This deterioration is manifested in
Japan by increases in “death by overwork” and the prevalence of intensified,
longer work hours. Phenomena such as these, observed in each of our countries,
are not necessarily isolated. It is often pointed out that the rate of
unemployment in Japan is related to the existence of a low-wage workforce in
China. Or the unstable employment in South Korea is sometimes said to foretell
the future of Japan. Conversely, protectionism aimed to safeguard working
environments in Japan, may be argued to prevent the growth of employment among
its neighbours.
Paying attention to these problems, we focus our
attention upon achieving a balanced understanding of the present employment
situations of each country. The aim of this symposium is to further our
understanding of the employment problems in our home countries through an
understanding of the differences and commonalities founded upon comparison of
the situations observed in China, South Korea and Japan.

Membership
It is an organization both for the faculty and staff of
Yamaguchi University.
Purpose and Means
Purpose: Improvement in wages and labor conditions
Means: Negotiation with university management
History
It was formed in 1950 immediately after the
Yamaguchi University was established. Although it originally started as
independent unions in different departments, they joined together and became
one in 1965, since when it has continued to be so. Although unified, the eight
local unions in every department remain active and responsible for improving
working conditions particular to each department. The union is a member of the
Faculty and Staff Union of Japanese Universities, which has 109 memberships.
Most of its members are ex-national universities and are now called independent
administrative agencies of national universities, IAANU).
Structure
It has 450 members out of 1915 faculty and staff
workers at present. The membership numbered about 700 twenty years ago. In
every July a new (central) executive committee of 13 members is elected. It has
employed one full time secretary and one part time secretary. (Not all
university unions can afford to employ secretaries because of fund problem.)
Each departmental branch elects its own executive members of about five to six
people. The central executive committee forms six occupational sub groups and one
female group within the union to deal with specific issues to these group
members. The seven sub groups are for faculty, clerks, technical experts,
librarians, nurses and part time workers.
Daily activities
The executive committee meets once every week
and discusses the urgent tasks for the week or month. It cooperates with
departmental branch committee by asking them tasks or holding meetings with
them. The departmental branch committees meet about once or twice a month.
How to join the union
Eligibility: Every faculty or staff member, full
time or part time, is eligible for joining the union. Management members are
excluded. (Some management members donate a certain amount of money, which is
usually the same as the ordinary union dues shown below and the union instead
send newsletter to them.)
Union dues: 1.1% of salary excluding bonuses.
Exceptions are for part time workers: 0.9% for daily employed and 0.6% for
hourly employed.
Privileges for union members
Entitled to join Japan Faculty and Staff
Cooperative, which provides various mutual aid projects including mutual aid
society pension.
The fee for getting VISA gold card is exempted.
Assistance for lawsuit by introducing lawyers

Accomplishments 2 –Since
2004, a turning point
April 2004 was a big turning point in the union’s and also the university’s history. By a newly established law, Japanese
national universities all changed from national to independent
administrative agencies by this reform. As these universities are “half public and half private” (public because about half of its budget is
distributed by the national government, and private because the employment relationship
is no more between the national government and the workers but the University
Corporation and the workers), they are usually called “national university corporation” such as National University Corporation
Yamaguchi University. This reform was introduced for the purpose of activating
national universities by allowing larger autonomy than before when the Ministry
of Education had controlled it strongly. This explanation has some
persuasiveness to the people in general today when Japan is struggling to
recover from its long economic depression and wishes to find clues for recovery
from university, hoping for universities to contribute to it by helping
industries. But this reform was also partly introduced to make the government
size smaller in a criticism that its size was too big. The government aimed at
reducing the public servants by shifting national university workers, faculty
and staff, from the position of national public servants to that of independent
administrative agency workers, which is “outside” of the public body. The central government has long tried to reduce its
number and there is a possibility that this reform was used for it in a sense.
But as national universities have had the role of contributing to the national
educational policies, this half-public (budget and purpose) and half-private
character has made a twist in its character.
At present when half a year has passed since the
start of this new form of national university, difficulty in university
management seems to be emerging, the most conspicuous of which is of financing.
Before the law was passed, the government explained to the Congress that it did
not intend to slash its budget for higher education through this reform. Major
part of its expenditure for universities used to go to national universities
and a minor part to private ones. But it is criticized today that the
government’s spending for higher education as a whole only
counted around 0.7% of its GDP compared to 1.2 to 1.4% in major Western
countries. Although Japan suffers from public deficit today, this small amount
for higher education was discussed in the Congress concerning this university
reform act and the government explained that it did not have the intention to
use this reform for solving public deficit by reducing its spending for
national universities. But this argument, mostly presented by the Ministers of
the Ministry of Education then, seems fragile today against the pressure from
the Ministry of Finance to cut down the overall public expenditures. Thus it is
mostly admitted in Yamaguchi University today that for the coming five years
(the rest of the “middle term”,
which is the period the government examines each IAANU’s performance) the revenue that the university receives from government
will be reduced gradually and its mal effect will have to be met by personnel
expenses. (It is gradually taken for granted that for the coming five years 15%
of the present number of faculty and staff members must be reduced. For
example, 70 faculty members of the Department of Economics would have to be
reduced to 59 to 60.) This is against the explanation at Congress (which I
myself attended and witnessed as an observer for fear of possible budget
restraint if the law was enacted), but the present tide is moving toward this
unfavorable direction.
Union and the reform
The university reform however was both bad and
good news for the union. Before this change, the union was prohibited the right
to go on strike just like the other public servant, who were all prohibited
this right. But after this change, the legal position of the workers became
private and the position of the union also changed into private labor
organization. It thus has become neither controlled nor protected as public
workers any more and has acquired the position of
ordinary labor union under the Trade Union Law and the right to go on strike.
With this improvement of status, collective
bargaining has become extremely important. As the university is no more a part
of the government, the management must make office regulations every
year and submit it to the Office of the Labour
Standard, and to do this the university management must ask the workers’ representative for his/her comments. This representative must be
elected by the support of more than half of the workers. (Hereafter called “majority representative”.) The management and labour
also must make labour-management agreement
with this majority representative if the management wants the workers to work
longer than eight hours. This year the chairman of the executive committee of
the Yamaguchi University Union ran for this representative and won the election
(actually no other person stood for it and the vote became that of confidence).
The union can also make labour agreement
but it has made none of this kind yet.
(Note)
Labour agreement is superior to office regulations.
(The union and the management make this
agreement through collective bargaining. It is
applied only to union members.)
Labour-Management agreement is superior to the Labour
Standard Law within a certain limit.
(The representative of labour and the
management make this agreement. It is applied to every worker. For example
longer working hours agreed in this agreement are not recognized as illegal.)
Before the reform, the union’s executive committee held negotiations with the university management;
the major counter part was president helped by vice
president, and bureau chief. It was held usually twice a year on working
conditions. But as the last responsibility then belonged to the Minister of the
Ministry of Education, when it came to such issues as salary and promotion, the
union could only ask the management to stand on their side and demand
improvement from the government. But after this reform the management itself
now has the last responsibility and must answer to these critical issues too,
and the meeting has literally become collective bargaining. One bargaining
usually lasts about two to three hours. About ten executive members of the
union take part in it and several other union members join it. In addition,
throughout the year the union also negotiates with personnel branch staff of
the university management about a dozen times or more on various issues. The
departmental union branches also holds negotiations with their Deans and chiefs
of departmental clerks when necessary. (Usually once a year.)
This topic is dealt with here by referring to
the latest collective bargaining that includes every major issue for the union
at present.
The latest collective bargaining, which is the first one after the university
reform, was held on September 30th this year. In this meeting were
discussed such issues as university budget and management, betterment of
working conditions and salaries, protection of private information, demands
from faculty, demands from clerks, and demands from hospital workers.
University budget and
management
Process of budget formation: At present major
policies of Yamaguchi University is decided by two major conferences,
Management Conference and Education and Research Conference. The former
consists of 16 members, 9 of who are stipulated by law to be from outside the
university. The latter consists of 24 members, all from inside the university
representing each department. The President, who is chairman of both
conferences, after consulting the concerned matters with them respectively,
takes final decision.
The union’s demand here is 1) to let the Education and
Research Conference also deliberate the budget matter, not like today when it
is deliberated only by the management conference and 2) not to restructure the
university organization which are not welcomed by workers. (This fear has
occurred since the revenue from the government seems to be gradually lessened
and the university may be driven into a position to have to restructure itself
because of smaller number of workers owning to lessened budget.) The union also
asked the management how they see this situation of decreasing revenue
(=government budget for higher education).)
Answer from the management: (No answer to the problem of decreasing
government budget.) The budget priority in a tight financial situation must be
first on personnel salaries. Second is on basic expenses as for electricity
etc. That part for education and research can’t
help becoming the last priority. As this year was the first experience as an
independent agency, we were a little too careful not to run deficit. Next year
more budget will be given to education and research.
Betterment of working
conditions and salaries
The union: Special promotion before retirement that had
been exercised in the national university age was abolished this year without
notice to the union. The union considers this to be “disadvantageous alteration of working conditions” and so this should have been consulted to the
union in advance. For this reason this is illegal and is void.
Answer: Although we talked about this with the majority
representative, we did not intend to ignore the union. We would like to take
this as a good lesson for the future.
Protection of private
information
The union: The results of medical checkup of workers are
now reported to the management without consent of them. This is against the
protection of private information.
Answer: From the next time the management will ask for
their consent.
Demands from faculty
The union: Many faculty members now must work late at night
for educational and research works because of increasing administrative works
and increased trifle matters as making various self reports into the web. The
union demands the management to carefully select the important matters to type
into it.
Answer: Management will consider it.
The union: Management has a mid term
plan to build personnel evaluation system using YUSE system. But we understand
that when this system was introduced management explained that faculty members
would not be evaluated.
(YUSE system: Yamaguchi University has a system
of self-reporting by each faculty member of his/her yearly accomplishments of
education, administrative works and research on the web. This system is named
YUSE.)
Answer: Personnel evaluation can’t be avoided in the future. For this purpose YUSE data will be used. But
when we introduce the evaluation system, we will consult with faculties or
staff body.
Demands from clerks
The union: 1) Unpaid overtime work is still continuing.
Stop such overtime work and pay for all of these overtime works. 2) Among
clerical workers exists a discrimination of promotion. We believe workers in student
section are lagging behind in promotion than in other sections such as
accounting or personnel. We will show data in the next bargaining.
Answer: 1) Unpaid overwork should not exist and I don’t believe it exists.
Demands from hospital workers
The union: Night duties should be reduced to eight times
a month at most.
Answer: It has been reduced from 9.7 to 8.3 between 2002
and 2003. (We wanted to reduce it more but could not recruit enough nurses. We
had planned to newly employ 17 nurses for 2004 but could do only 5. In addition
young nurses quit since then. We will be able to improve the situation next
spring when new employment season comes.
General observation
Faculty association or faculty and staff union
is a kind of labour union. Union’s purpose is to protect and improve members’ working conditions against management’s demands that sometimes go against workers’ demands. So the answer to the question of
desirable roles is to understand the new developing situations surrounding
them, which would be 1) management’s new demands, 2) union members’ new demands and 3) the new power relationship
between them.

Understanding: Although IAANUs demand budget increase,
the government is now taking stance more on the Ministry of Finance. While this
stance continues, we have to run the school within this reduced budget.
Also we are meeting a new age of reducing students for the first time in
half a century. IAANUs, when they were national universities, used to enjoy
stable budget revenues from the government. Although it was not necessarily
enough, there was stability. But now being put in a position of IAANU, the
budget is threatening to decrease gradually. Although the government prepared a
special budget to promote research development for public and private
universities, it is allocated unevenly among the universities and this budget
is only for research and can’t cover the deficit made by decreasing major
budget.
Under this situation Yamaguchi University must
1) find a way to be competitive to get this additional research budget, and 2)
keep attracting students into our university in the age of decreasing students,
for which purposes we must improve our education and research. The threats are
concrete: in every six years the Ministry of education examines the performance
of IAANUs and decide whether to expand or reduce its expenditure to each IAANU,
the worst case of which is abolition of one or more IAANUs.

2) Union’s
new demands
Union
members belong to university and its survival is of course a critical matter.
But the above survival plan by the management could also mean unfavorable
effects to the workers. The examples are shown in the topics discussed in recent
collective bargaining. Thus its new demands today are to protect workers from
these mal-effects such as overworking, unnecessarily reduced salaries or
discrimination in promotion among clerical sections or among active union
members and others.

Power relationship between them
For the union or association to execute their
duties as a counterbalancing power to the management’s demand, the membership is a powerful means. In this aspect Yamaguchi
University union, whose membership is far less than half, must increase it at
least to more than half of all the workers. It has enough members to sustain
secretaries of its own as said before, but not enough to sustain powerful
enough executive committee members. Present works of the union are much born by
sacrifices of active senior members. But the relationship between management
and labour today is not itself bad. Yamaguchi
University has long enjoyed a good relationship between them. Although the size
of the union is not big, the university’s “industrial culture” is not hostile and rather fair and favourable for the necessary good relationship in the new
IAANU age.
Economic Globalization and the
Citizens’ Welfare State
The arguments of this book consist of three major parts: first, the argument on fundamental social structure featuring efficiency, equity and human fellowship in Chapter 2, which also provides the analytical viewpoint for the following chapters, secondly, the analyses of the changing spheres of the Welfare State and related arguments in Chapters 3 and 4, and thirdly, the argument on the people’s preferences in Chapter 5. The argument in Chapter 6 about the Citizens’ Welfare State is the logical and inevitable conclusion derived from the previous ones.
We can summarize these arguments as follows:
Chapter 1: With the 1970s as the watershed, post-war industrialized societies changed into a lower growth rate economy, which then made the growth of the Welfare State difficult. In a conflict between limited economic resources, the Welfare State has had a setback. Why and how much the Welfare State should change concerns the fundamental relationship between economic growth and social welfare, and past studies have shown the necessity to clarify this further.
Chapter 2: As the question of the Welfare State is related to the whole structure of our modern society, we need to have an analytical framework for the overall social structure itself. Good balance between efficient production and proper distribution has always been the fundamental question for a society. A useful viewpoint for this question is to analyse it through the balance between three fundamental virtues of society: efficiency of production on the one hand and equity and human fellowship of distribution on the other. Civil society has adopted market mechanism but this has the intrinsic bias toward more efficiency in production and less equity and human fellowship of distribution. The Welfare State has been devised to meet this fundamental defect of market mechanism.
Chapter 3: The Welfare State kept growing until the 1970s (Sweden, the UK, Japan, the US). But the turbulence in the 1970s gave birth to anti-welfarism or neo-liberalism. Its economic and social policies then pushed society toward market mechanism too far and thus toward too much insecurity. Emerging economic globalization further aggravated this imbalance.
Chapter 4: The postures of the government leaders predict that this imbalance will continue in the coming years. But arguments for the necessity and possibility to change this trend are apparent, too.
Chapter 5: People’s will, both expressed explicitly in opinion polls and demonstrated in pathological social phenomena, shows that we should make progress toward an alternative society today, for maintaining and strengthening the Welfare State to regain the social balance that we have lost in the past two decades.
Chapter 6: The long-term prospect is to re-establish the Welfare State by the growth of the governments’ and workers’ powers and the dissolution of a low wage workforce. And as these take time, we need a short-term remedy, namely to create a more secure Welfare State through the citizens’ burden, namely the citizens’ Welfare State.
I would like to conclude my arguments here with some other observations for the readers. First, this book is an attempt to relate economy with society, particularly market mechanism to the overall social structure. It has been motivated by the perception that a fundamental change is happening today in the post-war industrialized societies, in which once intertwined economic and social factors in the Welfare State are being torn apart. In a socio-economic analysis of the present and future of the Welfare State today, forming or regaining a total social image – where it is leading, and where it can lead – will be the essential for us in order to live through these tumultuous years of the pro-efficiency and insecure globalization era. This understanding and a hope to reconnect them form the basis of this study. So this book covers such interdisciplinary fields as philosophical arguments and causal relations between economic factors and social pathology, and both merit and demerit will derive from this analytical method itself.
